Weekly Legislative Update: July 25, 2022

Congressional Schedule: July 25-29, 2022

Floor Action:

The House and Senate are in session this week. 

Human Trafficking- On Tuesday, the House is scheduled to consider H.R. 6552, the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2022, as amended.

Health- On Tuesday, the House is scheduled to consider H.R. 7289, the Federal Per-and Polyfluoroalkyl substances (PFAS) Research Evaluation Act, as amended. The bill would direct a federal research agenda to advance PFAS understanding, including its effects on low infant birthweight and reproductive and developmental problems.

Violence Against Women- Also on Tuesday, the House is scheduled to consider H.R. 7132, the Safe Connections Act of 2022, a bill to preserve safe access to communications services for domestic violence survivors.

Mark-Ups:

Child Protection- On Wednesday, the Senate Commerce, Science, and Transportation Committee will mark up several bills, including S. 3663, the Kids Online Safety Act. The bill would prevent and mitigate sexual exploitation, sex trafficking, and sexual abuse of minors and trafficking of online child sexual abuse material.

Health- On Wednesday, the House Natural Resources Committee will mark up H.R. 2021, the Environmental Justice for All Act. The bill would, among other provisions, direct the secretary of Health and Human Services to award grants for research focused on chemicals in cosmetic products marketed to women and girls of color and their adverse health effects, and development of safer alternatives.

International- On Wednesday, the House Foreign Affairs Committee will mark up several bills, including H.R. 4134, the Keeping Girls in School Act, and H.R. 7240, the Reinforcing Education Accountability in Development (READ) Act, which would reauthorize funding for international programs that increase girls’ access to basic education.

Violence Against Women- On Wednesday, the House Financial Services Committee will mark up several bills, including H.R. 1728, the Strategy and Investment in Rural Housing Preservation Act of 2021, which would add rural development housing voucher assistance to the Violence Against Women Act (VAWA). 

Hearings:

Employment- On Thursday, the House Education and Labor Subcommittee on Workforce Protections will hold a hearing, “Essential but Undervalued: Examining Workplace Protections for Domestic Workers.”

Family Support- On Thursday, the House Select Committee on Economic Disparity and Fairness in Growth will hold a hearing, “Building a Modern Economic Foundation: Economic Security and Income Support for 21st Century America.” This hearing will discuss the benefits of programs like the Supplemental Nutrition Assistance Program (SNAP).

Military- On Wednesday, the House Transportation and Infrastructure Subcommittee on Coast Guard and Maritime Transportation will hold a hearing, “Enhancing Personnel Resources to Support a Stronger, More Resilient Coast Guard.” This hearing will include discussion on the unique challenges faced by women in the Coast Guard.  

Veterans- On Thursday, the House Veterans’ Affairs Subcommittee on Oversight and Investigations will hold a hearing, “Progress Made? Ending Sexual Harassment at the Department of Veterans Affairs.”

Violence Against Women- On Tuesday, the Senate Homeland Security & Governmental Affairs Subcommittee on Investigations will hold a hearing, “Corruption, Abuse, and Misconduct at U.S. Penitentiary Atlanta.” The hearing will address accusations of widespread criminal activity and sexual assault at the prison.

Abortion

H.R. 8405—Rep. Cori Bush (D-MO)/Energy and Commerce (7/18/22)—A bill to preserve access to abortion medications.

H. Res. 1233—Rep. Mike Johnson (R-LA)/Judiciary (7/19/22)—A resolution expressing the sense of the House of Representatives condemning the recent attacks on pro-life facilities, groups, and churches.

H.R. 8452—Rep. Marilyn Strickland (D-WA)/Energy and Commerce (7/20/22)—A bill to authorize grants to eligible entities to pay for travel-related expenses and logistical support for individuals with respect to accessing abortion services, and for other purposes.

Banking

H.R. 8443—Rep. Scott Fitzgerald (R-WI)/Judiciary; Small Business; Financial Services (7/20/22)—A bill to impose additional requirements for covered agencies in regulatory flexibility analysis. The bill would repeal section 1071 of the Dodd-Frank Act, which requires lenders to collect and report certain data on credit applications made by women- or minority-owned businesses.

Child Protection

H.R. 8469—Rep. Josh Gottheimer (D-NJ)/Judiciary (7/21/22)—A bill to direct the attorney general to modify the uniform crime reporting program to include data on internet platforms used in connection with criminal offenses, and for other purposes. The bill would address how social media companies are putting children at risk by providing a platform for sex crimes and trafficking.

Employment

H.R. 8442—Rep. Henry Cuellar (D-TX)/Education and Labor; Ways and Means (7/20/22)—A bill to provide workers with schedule flexibility and choice, and for other purposes. The bill would ensure that independent workers retain workplace rights, including protections against discrimination, retaliation, and harassment.

Family Support

H.R. 8450—Rep. Robert “Bobby” Scott (D-VA)/Education and Labor; Ways and Means (7/20/22)—A bill to reauthorize child nutrition programs, and for other purposes. The bill would increase access to federal nutrition programs like the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC).

International

H.R. 8423—Rep. Earl Blumenauer (D-OR)/Foreign Affairs (7/19/22)—A bill to establish within the Office of Gender Equality and Women’s Empowerment of the United States Agency for International Development a program to promote mobility in rural communities through access to affordable, fit-for-purpose bicycles, provide support to sustainably increase access to rural areas, and for other purposes.

H.R. 8446—Rep. Betty McCollum (D-MN)/Foreign Affairs (7/20/22)—A bill to modify and extend the Global Food Security Act of 2016. This bill would support increasing women’s access to agriculture programs and prioritize the nutrition of children and adolescent girls.  

H. Res. 716—Sen. Ron Wyden (D-OR)/Foreign Relations (7/21/22)—A resolution calling for the immediate release of Brittney Griner, a citizen of the United States, who was wrongfully detained by the government of the Russian Federation in February 2022.

Military

S. 4543—Sen. Jack Reed (D-RI)/Armed Services (7/18/22)—A bill to authorize appropriations for fiscal year 2023 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes. The bill contains provisions related to military child development centers and to address military sexual assault.

Reproductive Health

S. 4550—Sen. Tina Smith (D-MN)/Health, Education, Labor, and Pensions (7/19/22)—A bill to provide enhanced funding for the Title X Family Planning Program.

S. 4557—Sen. Ed Markey (D-MA)/Health, Education, Labor, and Pensions (7/19/22)—A bill to protect a person’s ability to access contraceptives and to engage in contraception, and to protect a health care provider’s ability to provide contraceptives, contraception, and information related to contraception.

H.R. 8421—Rep. Stephanie Bice (R-OK)/Energy and Commerce (7/19/22)—A bill to preempt states from establishing, implementing, or enforcing any ban on the prescription, provision, or use of a drug, biological product, or device for contraception if such drug, biological product, or device is approved, licensed, cleared, or otherwise authorized for human use by the Food and Drug Administration (FDA) for contraception, and for other purposes.

H.R. 8424—Rep. Sharice Davids (D-KS)/Energy and Commerce (7/19/22)—A bill to provide enhanced funding for the Title X Family Planning Program.

H.R. 8428—Rep. Ashley Hinson (R-IA)/Ways and Means; Energy and Commerce (7/19/22)—A bill to allow women greater access to safe and effective oral contraceptive drugs intended for routine use.

Veterans

S. 4580—Sen. Jacky Rosen (D-NV)/Veterans’ Affairs (7/21/22)—A bill to require a lactation space in each medical center of the Department of Veterans Affairs.

Violence Against Women

S. 4593—Sen. Mark Kelly (D-AZ)/Finance (7/21/22)—A bill to require the secretary of Health and Human Services to make certain information available on a public website relating to Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IIDs) certified for participation under the Medicaid program, and for other purposes. The bill would prevent sexual abuse at ICF/IIDs.

H.R. 8468—Rep. Women’s History
