Foreign Aid Reauthorization Approved by Senate Committee

The Senate Foreign Relations Committee unanimously approved a bill (as-yet-unnumbered) to reauthorize foreign aid programs on May 21. The bill would provide approximately $17 billion in foreign assistance in FY2004. Last year, Congress allocated $16.3 billion.

Sen. Christopher Dodd (D-CT) offered an amendment that would include Caribbean nations under the President’s global HIV/AIDS initiative. The amendment was approved, 11-7.

Sen. Barbara Boxer (D-CA) also offered an amendment, approved by unanimous consent, that would include women in Iraq’s democracy process.
