Victims Rights Amendment Mark-Up Delayed Again

On July 31, the Senate Judiciary Committee briefly resumed consideration of a joint resolution (S.J. Res. 1) that would create a constitutional amendment guaranteeing certain procedural rights to victims of violent crimes. S.J. Res. 1 has been on the Committee’s agenda for several weeks; three mark-ups have been aborted in the past two weeks because a quorum was not present, which was the case again on Thursday.

Sen Jon Kyl (R-AZ) expressed his frustration with the continued delays. “This has happened not once, not twice. … It’s not fair. There is such a thing as comity,” he said.
