Weekly Legislative Update: May 20, 2024

Congressional Schedule: May 20-24, 2024 

Floor Action: The House and Senate are in session. 

Crime- On Tuesday, the House is scheduled to consider H.R. 3019, the Federal Prison Oversight Act, a bill to establish an inspections regime for the Bureau of Prisons, which includes an assessment of credible allegations of attempted or threatened violence, sexual abuse, or misconduct committed against incarcerated people. 

Mark-Ups: 

Appropriations– On Wednesday, the House Appropriations Committee is scheduled to mark up the FY2025 Legislative Branch spending bill (as-yet-unnumbered). The legislation includes provisions related to funding for childcare for congressional employees. 

Also on Thursday, the Senate Appropriations Committee is scheduled to mark up the FY2025 Military Construction, Veterans Affairs, and Related Agencies spending bill (as-yet-unnumbered). The measure includes funding for military family housing and the Veterans Health Administration. 

Family SupportOn Thursday, the House Agriculture Committee is expected to mark up the Farm, Food, and National Security Act of 2024, also known as the Farm Bill (as-yet-unnumbered). The legislation would reauthorize several nutritional assistance programs of importance to women and their families. 

International– On Wednesday, the House Committee on Foreign Affairs is scheduled to mark up a number of bills, including H. Res. 616, a resolution expressing support for the people of Afghanistan, condemning the Taliban’s assault on human rights and the specific targeting of women, girls, and members of religious and ethnic minorities, and expressing support for any Afghans who assisted in the United States mission in Afghanistan. 

Military– On Wednesday, the House Committee on Armed Services is scheduled to mark up H.R. 8070, the Servicemember Quality of Life Improvement Act, the FY25 National Defense Authorization Act (NDAA). The measure contains provisions to address military sexual assault and military child development centers, among other provisions. 

Small Business– On Wednesday, the Senate Committee on Small Business and Entrepreneurship is scheduled to consider a number of bills, including S. 3971, which requires reporting on additional information with respect to small business concerns owned and controlled by women, qualified HUBZone small business concerns, and small business concerns owned and controlled by veterans.

H.R. 8373–Rep. Pete Sessions (R-TX)/Oversight and Accountability (05/14/24)–A bill to prohibit the payment of annuities and retired pay to individuals convicted of certain sex crimes.  

Health 

H.R. 8385Rep. Raja Krishnamoorthi (D-IL)/Energy and Commerce (05/14/24)–A bill to ensure the safety of food and limit the presence of contaminants in infant and toddler food. 

Human Trafficking  

H.R. 8459Rep. Barry Moore (R-AL)/Judiciary (05/17/24)A bill to require abortion providers to notify the National Human Trafficking Hotline of victims of trafficking. 

Reproductive Health 

 S. 4331–Sen. Jeanne Shaheen (D-NH)/Health, Education, Labor, and Pensions (05/14/24)–A bill to require that group health plans and health insurance issuers offering group or individual health insurance that provide coverage for mental health services and substance use disorder services provide such services without the imposition of cost-sharing from the diagnosis of pregnancy through the 1-year period following such pregnancy, and for other purposes.

H.R. 8383–Rep. Robin Kelly (D-IL)/Energy and Commerce (05/14/24)–A bill to improve obstetric emergency care.  

H.R. 4581–Rep. Ashley Hinson (R-IA)/Considered and agreed to (5/15/24)–A bill to support stillbirth prevention and research. 

Women’s History 

H.R. 8405–Rep. Bill Huizenga (R-MI)/Oversight and Accountability (5/15/24)–A bill to designate the facility of the United States Postal Service located at 90 McCamly Street South in Battle Creek, Michigan, as the “Sojourner Truth Post Office.”
