Weekly Legislative Update: December 12, 2022

Congressional Schedule: December 12-16, 2022

Floor Action:

The House and Senate are in session this week. 

Appropriations- This week, the House and Senate are expected to consider legislation (as-yet-unnumbered) to extend federal FY2023 spending. This measure is necessary to prevent a government shutdown after December 16.

Human Trafficking- This week, the House is scheduled to consider S. 2991, the Countering Human Trafficking Act of 2022.

International- This week, the House is scheduled to consider H. Res. 1156, a resolution expressing the commitment of the House of Representatives to building on the twenty years of success of the George McGovern-Robert Dole Food for Education and Child Nutrition Program. The McGovern-Dole Food for Education and Child Nutrition Program aims to reduce hunger and improve literacy and primary education, especially for girls in developing countries.

Violence Against Women- This week, the House is scheduled to consider S. 7, the Violence Against Women Act (VAWA) Technical Amendment Act of 2022, and H.R. 1082, Sami’s Law. Sami’s Law was named after college student Samantha “Sami” Josephson, who was kidnapped and murdered by a predator pretending to be her Uber driver.

Women’s History- On Monday, the House is scheduled to consider H.R. 6725, a bill to change the address of the Marilyn Monroe Post Office, and for other purposes.

Hearings:

Judiciary- On Tuesday, the Senate Homeland Security and Governmental Affairs Subcommittee on Investigations will hold a hearing, “Sexual Abuse of Female Inmates in Federal Prisons.”

Abortion

S. 5227—Sen. Tammy Baldwin (D-WI)/Health, Education, Labor, and Pensions (12/8/22)—A bill to authorize grants to eligible entities to pay for travel-related expenses and logistical support for individuals with respect to accessing abortion services, and for other purposes.

Employment 

S. 5184—Sen. Tammy Baldwin (D-WI)/Judiciary (12/5/22)—A bill to promote registered apprenticeships and on-the-job training for small and medium-sized businesses within in-demand industry sectors, through the establishment and support of eligible partnerships.

Equal Pay

S. Con. Res. 50—Sen. Catherine Cortez Masto (D-NV)/Health, Education, Labor, and Pensions (12/8/22)—A concurrent resolution recognizing the significance of equal pay and the disparity in wages paid to men as compared to wages paid to Latina women.

H. Con. Res. 122—Rep. Teresa Leger Fernandez (D-NM)/Education and Labor (12/8/22)—A concurrent resolution recognizing the significance of equal pay and the disparity in wages paid to Latina women in comparison to men.

Family Support

H.R. 9472—Rep. Glenn Grothman (R-WI)/Agriculture (12/8/22)—A bill to prohibit the use of Supplemental Nutrition Assistance Program (SNAP) benefits to purchase sugary beverages.

Human Trafficking

S. 5211—Sen. Catherine Cortez Masto (D-NV)/Judiciary (12/8/22)—A bill to authorize the use of specialized human trafficking training and technical assistance grants to train law enforcement personnel regarding the Interdiction for the Protection of Children program.

S. 5226—Sen. Amy Klobuchar (D-MN)/Judiciary (12/8/22)—A bill to increase the punishment for human trafficking in a school zone, and for other purposes.

Judiciary 

H.R. 9444—Rep. Jackie Speier (D-CA)/Judiciary (12/6/22)—A bill to strengthen the rights of crime victims, and for other purposes. 

S. 5206—Sen. Cory Booker (D-NJ)/Judiciary (12/7/22)—A bill to improve the treatment of federal prisoners who are primary caretaker parents, and for other purposes.

Small Business

S. 5221—Sen. Jeanne Shaheen (D-NH)/Small Business and Entrepreneurship (12/08/22)—A bill to reauthorize the State Trade Expansion Program (STEP) of the Small Business Administration, and for other purposes. STEP provides grants to states to increase the number of exporting small businesses or proposals that assist women-owned, and other socially or economically disadvantaged, small businesses.

Sports

H. Res. 1513—Rep. Earl Blumenauer (D-OR)/Oversight and Reform (12/8/22)—A resolution commending and congratulating the Portland Thorns Football Club on winning the 2022 National Women’s Soccer League championship.

Veterans 

S. 5181—Sen. Jon Tester (D-MT)/Veterans’ Affairs (12/5/22)—A bill to direct the secretary of Veterans Affairs to make certain improvements relating to mental health and suicide prevention outreach to minority veterans and American Indian and Alaska Native veterans, and for other purposes.The bill requires VA to submit a report to Congress, including the number and percentage of minority veteran coordinators who are women.

H.R. 9442—Rep. Mary Peltola (D-AK)/Veterans’ Affairs (12/6/22)—A bill to designate the medical center of the Department of Veterans Affairs located in Anchorage, Alaska, as the “Colonel Mary Louise Rasmuson Campus of the Alaska VA Healthcare System,” and for other purposes. 

Women’s History 

S. 5196—Sen. Tammy Baldwin (D-WI)/Energy and Natural Resources (12/7/22)—A bill to authorize the location of a monument on the National Mall to commemorate and honor the women’s suffrage movement and the passage of the 19th Amendment to the Constitution, and for other purposes.
