Weekly Legislative Update: September 26, 2022

Congressional Schedule: September 26-30, 2022

Floor Action:

The House and Senate are in session this week.

Appropriations- This week, the House and Senate will consider a continuing resolution (CR) (H.R. 6833) to extend federal FY2022 spending into December 2022. This measure is necessary to prevent a government shutdown after September 30, the final day of FY2022.

Human Trafficking- On Wednesday, the House is scheduled to consider S. 3470, the End Human Trafficking in Government Contracts Act of 2022.

International- On Wednesday, the House is scheduled to consider H.R. 8446, the Global Food Security Reauthorization Act of 2022, as amended. The bill contains provisions relating to improving the livelihood of women and adolescent girls.

Small Business- On Wednesday, the House also is scheduled to consider S. 4900, the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Extension Act of 2022. The bill contains provisions relating to the number of SBIR and STTR awards made to non-traditional small businesses, including those owned by women.

Veterans- On Wednesday, the House is scheduled to consider S. 1198, the Solid Start Act of 2022. The bill would create the Solid Start Program at the Department of Veterans Affairs, which would provide women veterans with information tailored to their specific health care and benefit needs.

Mark-Ups:

Women’s History- On Wednesday, the Senate Homeland Security and Governmental Affairs Committee will mark up several bills, including H.R. 228, a bill to designate a facility of the United States Postal Service in Anderson, California as the “Norma Comnick Post Office Building.”

Hearings:

Abortion- On Thursday, the House Oversight and Reform Committee will hold a hearing, “Examining the Harm to Patients from Abortion Restrictions and the Threat of a National Abortion Ban.”

S. 4926—Sen. John Cornyn (R-TX)/Judiciary (9/22/22)—A bill to require the appropriate use of multidisciplinary teams for investigations of child sexual exploitation or abuse, the production of child sexual abuse material, or child trafficking conducted by the Federal Bureau of Investigation.

Health

S. 4880—Sen. Tammy Duckworth (D-IL)/Commerce, Science, and Transportation (9/19/22)—A bill to require hygienic handling of breast milk and baby formula by security screening personnel of the Transportation Security Administration and personnel of private security companies providing security screening, and for other purposes.

S. Res. 771—Sen. Jeff Merkley (D-OR)/Health, Education, Labor, and Pensions (9/19/22)—A resolution supporting the designation of September 19, 2022, as “National Stillbirth Prevention Day,” recognizing tens of thousands of American families that have endured a stillbirth, and seizing the opportunity to keep other families from experiencing the same tragedy.

H. Res. 1388—Rep. Elaine Luria (D-VA)/Armed Services (9/22/22)—A resolution acknowledging and commemorating the World War II women in the Navy who served in the Women Accepted for Volunteer Emergency Service (“WAVES”).

Reproductive Health

S. Res. 781—Sen. Elizabeth Warren (D-MA)/Considered and agreed to (9/20/22)—A resolution recognizing the seriousness of polycystic ovary syndrome (PCOS) and expressing support for the designation of September 2022 as “PCOS Awareness Month.”

Small Business

S. 4881—Sen. Roger Marshall (R-KS)/Small Business and Entrepreneurship (9/19/22)—A bill that directs small business development centers and women business centers to assist small businesses in hiring career and technical education program graduates, and for other purposes.

H.R. 8953—Rep. Troy Carter (D-LA)/Small Business (9/22/22)—A bill to allow the administrator of the Small Business Administration to extend the participation period for covered small business concerns in the 8(a) small business program, and for other purposes. This bill would allow the minority, veteran, and women-owned business owners that participate an additional year to utilize the program.

Sports

S. Res. 786—Sen. Mike Braun (R-IN)/Commerce, Science, and Transportation (9/20/22)—A resolution recognizing the history of women’s professional baseball in Indiana.

H. Res. 1374—Rep. Dina Titus (D-NV)/Oversight and Reform (9/20/22)—A resolution congratulating the Las Vegas Aces for winning the 2022 Women’s National Basketball Association Finals.

Veterans

H.R.8972—Rep. Joseph Morelle D-NY)/Veterans’ Affairs (9/22/22)—A bill to allow a surviving spouse of a Medal of Honor recipient to receive a special pension concurrently with dependency and indemnity compensation, and for other purposes.

Violence Against Women

H.R. 8946—Rep. David Valadao (R-CA)/Energy and Commerce (9/21/22)—A bill to require online dating service providers to provide safety awareness and fraud ban notifications to online dating service members and to verify the identity of online dating service members, and for other purposes.

S. 4923—Sen. Catherine Cortez Masto (D-NV)/Indian Affairs (9/22/22)—A bill to require federal law enforcement agencies to report on cases of missing or murdered Indians, and for other persons.

Women’s History

H. Res. 1369—Rep. William Keating (D-MA)/Foreign Affairs (9/19/22)—A resolution recognizing the honorable life of Her Majesty Queen Elizabeth II, as well as her leadership and commitment to the people of the United Kingdom, the Commonwealth, and the world.

H. Res. 1381—Del. Eleanor Holmes Norton (D-DC)/Oversight and Reform (9/21/22)—A resolution expressing support for the designation of September 23, 2022, as “Mary Church Terrell Day,” and calling on Congress to recognize Mary Church Terrell’s lasting contributions to the civil rights and women’s rights movements.

H.R. 8978—Rep. Mikie Sherrill (D-NJ)/Financial Services; House Administration (9/22/22)—A bill to award a Congressional Gold Medal to members of the Red Cross Supplemental Recreational Activities Overseas (SRAO) program, also known as the “Donut Dollies,” who served honorably during the Vietnam conflict. The Donut Dollies were a small group of American women who volunteered in the Vietnam War through the Red Cross SRAO program.
