On July 13, the House Appropriations Committee approved, 31-19, the FY2017 Labor, Health and Human Services, Education, and Related Agencies spending bill (as-yet-unnumbered). The House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies approved the legislation by voice vote on July 7 (see The Source, 7/8/16). Senate approved its version of the bill, S. 3040, on June 9 (see The Source, 6/10/16).
According to the committee report, the bill would provide $163.081 billion in discretionary funding, which is $569 billion below FY2016.
The committee summary notes that the legislation would include $77.161 billion for the Department of Health and Human Services, an increase of $2.454 billion above the president’s request and $2.015 billion above FY2016. No funds would be allocated for family planning programs and teen pregnancy prevention community grants under this legislation.
The Department of Education would be funded at $66.8 billion, $1.506 billion below FY2016 and $2.588 billion below the president’s request. Under this legislation, no funding would be provided for the Child Care Access Means Students in School
The Department of Labor would be funded at $12.033 billion, $137 million below FY2016 and $764 million below the president’s request. Funding for International Labor Affairs would decrease $54.125 million from FY2016, as the committee has cut funding for International Labor Affairs grants.
As amended, the bill would restrict fertility treatments for active duty military and veterans.
